CDM Compliance Advice

The Construction (Design and Management) Regulations 2015 place clear legal duties on everyone involved in a construction project — from clients and designers through to principal contractors and contractors. We help you understand those duties, fulfil them properly, and evidence your compliance. Whether you’re new to CDM or need support on a specific project, we’re here to help you get it right.

Client duties

As a client, you set the tone for how a project is managed — and CDM places more responsibility on clients than many realise. We help you understand what your legal duties are, how to appoint the right duty holders, and how to make sure the arrangements you put in place are proportionate to the project. From pre-construction through to the handover of the Health & Safety File, we keep you on the right side of the regulations without overcomplicating the process.

Principal Designer support

The Principal Designer role is critical to driving health and safety through the design phase — but it’s widely misunderstood. We work alongside design teams and clients to fulfil the Principal Designer function effectively: coordinating pre-construction information, managing design-phase risks, and ensuring the project is set up safely before a spade goes in the ground. We also provide support where an existing Principal Designer needs specialist H&S input to complement their role.

Principal Contractor / Contractor support

Managing CDM compliance on site goes beyond having the right paperwork in place. We support principal contractors and contractors in developing and maintaining their Construction Phase Plans, reviewing sub-contractor competence, and ensuring site-level compliance reflects the spirit — not just the letter — of the regulations. Practical, on-the-ground advice from people who understand how construction actually works.

Competence

A Principal Contractor has to be competent to this standard PAS8671 and a Principal Designer has to be competent to PAS8672.

Pre-construction Information

Getting the right information to the right people before work starts is a fundamental CDM requirement — and one that’s often done poorly. We help clients and principal designers collate, review, and distribute pre-construction information that is proportionate, relevant, and genuinely useful to those who need it. Not just a box-ticking exercise, but information that actively helps manage risk on your project.

Construction Phase Plans

A Construction Phase Plan should be a living document that guides how a project is managed safely — not a template downloaded and forgotten. We develop and review Construction Phase Plans that are specific to your project, site, and risks. Whether you need a plan written from scratch or an existing one reviewed and updated, we produce documentation that is practical, compliant, and ready for scrutiny.

Health & Safety Files

The Health & Safety File is a legal handover requirement under CDM — and a genuinely valuable asset for the client if it’s done properly. We compile and review Health & Safety Files that are clear, well-structured, and actually useful for future maintenance, refurbishment, or demolition work. We can also help you manage and store files digitally, making the information accessible to those who need it long after the project is complete.

Gap Analysis for Existing Projects

For projects already underway, we offer a targeted gap analysis to identify where CDM obligations may have been missed or misunderstood. We review what’s in place, identify the gaps, and help you close them — reducing your legal exposure and improving the overall management of health and safety on the project. Early intervention is always better than a reactive response to an incident or enforcement action.

Building Safety Act Alignment

For higher-risk buildings, CDM compliance doesn’t exist in isolation — it sits alongside the requirements of the Building Safety Act 2022 and the Golden Thread of information. We help clients and duty holders understand how CDM documentation and processes support their wider Building Safety Act obligations, ensuring your pre-construction and construction records are structured to evidence compliance throughout the building’s lifecycle.
